Europe occupies a pivotal place in educational (language) policy and the teaching of
languages, but Europe is many institutions and a large number of research groups and projects and
publications, which may be confusing and seem inconsistent. This dissertation aims to explore the
implications of European language education policy, as regards the promotion of linguistic diversity
and multilingualism, for the teaching of Catalan in Valencian institutes and official language
schools. Specifically, we analyse seven documents of the Council of Europe, among others the
Common European Framework of Reference for Languages and the European Charter for Regional
or Minority Languages, and we contrast the results of this analysis with the general legal framework
of the Valencian education system: the Spanish laws LOE and LOMCE, and the Valencian LUEV
and Law of Plurilingualism (4/2018), to test the hypothesis that there is still a lack of knowledge of
or contradictions and inconsistencies in the application of these documents. The results confirm this
hypothesis and show, moreover, that there are inconsistencies or a lack of inter-referentiality in
between those same European documents. In spite of this, it is clear that Europe converges on the
need for a pluralistic approach to languages as elements of quality teaching, which must lead to the
development of multilingual and intercultural competences that is respectful of regional or minority
languages and the family languages of Europe’s citizens. The education system and us language
teachers would do well to take this into account. [-]
