At the end of the Eighteenth Century, royalist institutions –generally in New
Spain and especially in Veracruz- had been questioned by the growth of the commercial capital in hands of the Creole and the peninsular factions; by the ethnic and racial corporate system crisis; the tensions caused by the questioned territorial hierarchy in discussion for the villages and the cities; and the armed forces which needed any combatant despite of the colour of their skin.
The central structures of the Ancient Regime will be definitely revolutionized after the quake of the insurgent war and the settlement of the liberalism gaditano and doceañista with the reforms proposed by the representatives of the elite interests. Even after 1814, the absolutism in New Spain had serious problems to move back to hierarchical, corporative, economical and ethnic-racial postulates to the situation before 1808. Thus, there is no doubt this fact was on the roots of the explanation of the consummation of Mexico Independence in 1821. [-]

A fines del siglo XVIII las instituciones monárquicas, en general en Nueva España y en particular en Veracruz, se ponían en cuestión por el crecimiento del capital comercial en manos de fracciones del criollismo y peninsulares, por la crisis de su sistema corporativo étnico-racial, por las tensiones que provocaba la jerarquía territorial cuestionada y en discusión por las villas y ciudades y por unas fuerzas armadas necesitadas de combatientes independientemente del color de la piel.
Tras el sismo de la guerra insurgente y la implantación del liberalismo gaditano y doceañista, estas tensiones entroncaron con reformas planteadas directamente por representantes de los intereses de las elites, que vendrán a revolucionar definitivamente las estructuras centrales de antiguo régimen. Incluso durante el sexenio absolutista, las autoridades virreinales novohispanas retomaron y apoyaron varios de los principios de las “proscritas Cortes” con el fin de enfrentar a los insurgentes.
