Green Public Procurement (GPP) attempts to reduce the negative environmental impact of the
public purchases by promoting sustainable practices. It is based on the incorporation of
environmental criteria in public tenders for the selection of service suppliers and products.
Although GPP is a non-mandatory instrument, it is being implemented progressively in the
Spanish tenders, but incipiently in services and less commonly in products. Therefore, this study
proposes to carry out an initial diagnosis on the criteria included in public tenders, taking the
personal care and hygiene products category as a case study. To this end, 43 tenders were
identified in the "Public Sector Procurement Platform", which included 1,200 devices. Each
tender was analyzed descriptively and the awarding criteria in each one were identified and
classified into different categories (technical, social, environmental, etc.) for each type of device.
The weight given to each awarding criteria was also explored. [-]

La Compra Pública Verde (CPV) busca reducir el impacto ambiental negativo de las compras
gubernamentales mediante la promoción de prácticas sostenibles. Se basa en la incorporación
de criterios ambientales en los pliegos de condiciones de las licitaciones públicas para la
selección de proveedores de servicios y productos. Aunque la CPV es un instrumento no
obligatorio, se está implementando progresivamente en los pliegos de licitación en España, pero
de forma incipiente en servicios y menos habitual en productos. Por ello, este estudio propone
realizar una diagnosis inicial sobre los criterios incorporados en los pliegos, tomando como caso
de estudio la categoría de productos de cuidado e higiene personal. Para ello, se identificaron
43 licitaciones en la “Plataforma de contratación del Sector Público”, que incluían 1.200
aparatos. Cada licitación se analizó descriptivamente y se identificaron y clasificaron los criterios
en diferentes tipologías (técnicos, sociales, ambientales, etc.) para cada tipo de aparato. Se
identificó además, el peso que se otorga a cada criterio en el proceso de adjudicación. [-]
