At national level, the Green Public Procurement Plan 2018 - 2025 promotes the incorporation of
green criteria in public procurement, in order to progress towards the achievement of economic
and environmental sustainability objectives. Furthermore, and in accordance with the 2030
Sustainable Development Strategy, universities can and should play a leading role in the circular
economy and, for example, by sustainable public procurement. In this context, the aim of this
study is to carry out a diagnosis of the sustainable public procurement (SPP) criteria that Spanish
universities are currently incorporating in their tenders. To this end, the tenders available on the
"Public Sector Procurement Platform" linked to the "Catering Services" category, for which the
European Commission (EC) has defined GPP criteria, are analysed. For each of the specifications
identified, the criteria are identified and classified according to their typology and the reference
aspect (technical, economic, social, environmental and social). and the value that these criteria
have in the award process is extracted. Finally, the environmental criteria are compared with
the CPE criteria defined by the EC. [-]

A nivel nacional, el Plan de Contratación Pública Ecológica 2018 - 2025 fomenta la incorporación
de criterios ecológicos en las compras públicas, con el fin de avanzar hacia la consecución de
objetivos de sostenibilidad económica y medioambiental. Además, y de acuerdo con la
Estrategia de Desarrollo Sostenible 2030, la universidad puede y debe tomar la iniciativa en lo
relacionado con la economía circular, por ejemplo, a través de la compra pública sostenible. En
este contexto, el objetivo de este estudio consiste en realizar una diagnosis de los criterios de
Compra Pública Sostenible (CPS) que están incorporando actualmente las universidades
españolas en sus licitaciones. Para ello, se examinan las licitaciones disponibles en la “Plataforma
de contratación del sector público” vinculadas con la categoría “Servicios de restauración”, para
la cual la Comisión Europea (CE) ha definido criterios de CPE (Compra Pública Ecológica). Para
cada uno de los pliegos identificados, se identifican los criterios y se clasifican en función de su
tipología y el aspecto al que hacen referencia (técnico, económico, social, ambiental y laboral) y
se extrae la valoración que estos criterios tienen en el proceso de adjudicación. Finalmente, los
criterios ambientales son comparados con los criterios de CPE propuestos por la CE. [-]
