En las dos primeras legislaturas de las Cortes durante el Trienio Liberal, los diputados americanos, especialmente los novohispanos y centroamericanos, pusieron de manifiesto la necesidad de desarrollar los artículos constitucionales en lo que respectaba al poder provincial. De esta forma, en un minucioso plan, propusieron y consiguieron que las intendencias se transformaran en provincias, aumentando con ello el número de diputaciones provinciales, verdadero eje central del autonomismo americano y de la descentralización que quería conseguir del nuevo estado liberal doceañista. Sin embargo, encontraron la oposición de la mayor parte de la representación peninsular que se mantuvo en parámetros centralistas. [-]

In the first two legislatures of the Cortes during the Liberal Triennium, the American deputies, especially those from New Spain and Central America, emphasized the need to develop constitutional articles with regard to provincial power. In this way, meticulously, they proposed and succeeded in transforming municipalities into provinces, thereby increasing (1) the number of provincial councils, the true central axis of American autonomy; and (2) achieving the decentralization they sought from the new liberal state. They encountered, however, opposition from remaining peninsular representation. [-]
