The following research argues that identifying the constellation of factors which created the environment for vulnerable youngsters to become militants of the Hizb-ul Mujahideen, could contribute to preventing terrorist acts in India-administered Jammu and Kashmir. Two blocks divide the research; the first is a historical background of the Jammu and Kashmir conflict, and an analysis of the role of media in the perception of the terrorist acts and the India-Pakistan conflict. The goal of the first block is to demonstrate that the conflict between India and Pakistan is not a clash of civilisations, but a multifactorial built-on conflict, where the Indian government and media have an essential role. The second block focuses on the research of laws the Indian government has created to counteract insurgency on Kashmir, their consequences, and the causal factors of militancy in Kashmir, from the micro to the macro. The goal of the second block is to analyse the role of the Indian government in countering militancy in Jammu and Kashmir. [-]
