Water and sanitation have become cross-cutting issues in urban and rural contexts. The
adoption of sustainable development goals, particularly Objective number 6, is an attempt to
respond to these needs and find solutions. Local communities, particularly the poor, suffer the
most from the lack of these services. This thesis tries to explore in the peri-urban context of
Maputo city the dynamics, policies, perspectives and difficulties that the poor communities
experience in their daily lives. Using mixed methods and pro-poor approach we try to
understand the role of the poor as an integral part of the SDGs implementation process and
local policies for the improvement of water and sanitation services. The results show that local
communities are still neglected in decision-making mechanisms for water and sanitation, the
sector is not a priority for local government compared to others, and there is a need to find
alternative forms of community involvement to expansion and improvement of services. [-]
