Existen dos opciones de crear la cooperación europea (la "Europa de los pueblos", como dicen algunos). Detrás de estas dos opciones hay toda una concepción política y filosófica en materia de cooperación y organización de la sociedad. El grado de relación y la construcción de las instituciones necesarias, ¿debe venir impuesto desde Bruselas? (y, ¿por quién?) o ¿debe quedar determinado por las necesidades del mercado? ¿Quién nos dice cuántos y qué estados deben formar el Mercado Único Europeo? ¿Cuál es el tamaño óptimo de una "zona monetaria" y quién lo determina? ¿Quién decide la moneda o monedas que han de circular y desempeñar las funciones que exigimos del dinero? Las respuestas a estas cuestiones son políticas y dependen de nuestra posición ideológica (no de nuestro mayor europeísmo). [-]
