The attitude of the European Union and Spain towards Cuba: an assessment, a year after Castro's illness

Abstract

A year after the dramatic announcement of Fidel Castro’s illness and temporary cession of power to his brother Raúl, the relation between the European Union (EU) and Cuba has returned to a level of normalcy, matching a previous cycle of a freezing attitude expressed by the Cuban authorities and an attempt by European actors to influence or persuade Havana for an opening and the implementation of political and economic reforms. After a prolonged period of “wait and see” by Brussels and some of the most active European governments (led by Spain) in their relationship with Cuba they took some initiatives which resulted in a merely ambivalent response by the Cuban government.

Un año después del anuncio de la enfermedad de Fidel Castro y la cesión temporal del poder a su hermano Raúl, la relación entre la Unión Europea y Cuba ha vuelto a un nivel de normalidad, igualando una actitud de "congelación" expresada por las autoridades cubanas y un intento de los actores europeos para influir o persuadir a la Habana a iniciar una apertura con la puesta en práctica de las reformas políticas y económicas. Después de un prolongado período de "esperar y ver" por Bruselas y algunos de los gobiernos europeos más activos (liderados por España) en su relación con Cuba, se tomaron algunas iniciativas que dieron lugar a una respuesta meramente ambivalente por el gobierno cubano.
