Con este trabajo pretendemos un estudio cuantitativo de la relación existente, si la hay, entre las identificaciones, los registros y paradas de las personas en lugares públicos y las infracciones a la Ley de Seguridad Ciudadana en relación a las drogas (Ley Orgánica 1/92, artículo 25.1), teniendo en cuenta el espacio físico de la ciudad de Castellón de la Plana y el espacio temporal entre enero y julio de 2013.
Hipotetizaremos sobre si las identificaciones y registros personales se llevan a cabo, mayoritariamente, en plazas y zonas verdes aisladas y de difícil acceso; en barrios ocupados por inmigrantes o en zonas del casco urbano. También sobre si existe una relación clara entre las identificaciones y registros personales y la comisión de infracciones a la Ley de Seguridad Ciudadana en relación con las drogas y, por último, comprobaremos si se establece una clara relación entre identificaciones, infracciones y espacios públicos concretos, como creemos que existe.
Para ello uniremos los postulados de la Criminología Ambiental con la utilización de sistemas operativos GIS. Confeccionaremos y superpondremos diferentes “capas” de las calles de la ciudad, distritos, edificios, zonas verdes, infracciones e identificaciones y realizaremos “clusters” con un determinado radio y un determinado número de incidentes.
Estos datos nos permitirán hacer un análisis exhaustivo de la distribución de las infracciones e identificaciones en la ciudad que después utilizaremos para confirmar o rebatir nuestras hipótesis y para tomar decisiones relacionadas con dicha información espacial, tales como hacer un uso más eficiente de los efectivos policiales, establecer técnicas de prevención delictiva o comprobaciones acerca de si la sensación de inseguridad que siente la ciudadanía es acorde con la distribución de los incidentes o no. The objective of this study is to quantify the relationship, in case there is one, between stops, identifications and searches to persons in public places and the infringement of the Public Security Law in respect of drugs (Law Organic 1/92, article 25.1), considering the physical area of Castellon City and the timeframe between January and July 2013. This study would discuss if stops and identification of persons are taking place mainly in public squares and green areas of difficult access; in immigrant’s quarters or areas inside the city. Also if there is a direct relationship between stops, identifications and search of persons and the infringement of the Public Security Law in respect of drugs and finally if it can be proved a direct relationship between stops and identification and specific public places, as it has been initially assumed.
To this aim the principles of Environmental Criminology will be correlated with the Geographic Information System (GIS). Different layers of the streets, buildings and green areas of the city will be made and overlaid with stops and identifications of persons and infringements to make clusters with a certain radius and a certain number of incidents.
This data will allow a comprehensive analysis of the infringements and stops and identification of persons in the city that then will be used to confirm or deny the assumptions made and to make decisions based on that data, such as how to make a more efficient use of police resources, to establish techniques to prevent criminal activity or cross-check if the public perception of lack of public security is aligned with the distribution of incidents.
