Planning and control systems are one of the core activities that organizations have to deal with when trying to execute the business strategy. In the process of strategy implementation, companies have to handle some additional decisions such as selecting the appropriate organizational structure, the approach of Human Resources practices and the definition of core values, beliefs and style of leadership that will guide behaviour throughout the company. In this context, planning and control systems are an important issue since they shape the framework that will translate strategy into action, and consequently making the whole organization work.
Choosing the most accurate system is not an easy task due to the vast array of options available. Since the mid 50’s, a growing number of authors have launched their “perfect” solution but sometimes they are just a new version of the old ones or simply a standardized product to be sold massively. Having said that, there are some relevant planning and control systems that are quite known and applied: Management by Objectives (Drucker, 1954), Balanced Scorecard (Kaplan and Norton, 1992), Simon’s Levers of Control (Simon, 1995) and the Performance Prism (Neely and Adams, 2001). Despite being recognized systems, organizations face problems when they intend to decide which one is the best for them. There is a lack of literature about the key elements that make one system more precise and preferable than the others. Therefore, organizations find that there is not a framework which can help them choose among them.
The aim of this study is to fill this gap and develop a reference framework that can be used for both academic and organizational purposes. The reference framework may be helpful to organizations as a tool to distinguish four widely used planning and control systems. Firstly, we will examine the systems separately to provide an overall view. Secondly, a reference framework will be drawn so as to meet this unsatisfied need. Finally, in order to put it into practice, we will present a case study in which we will illustrate how the framework would be used for an organization, deciding the most appropriate planning and control system for a specific scenario and how this would be implemented.
