European funding for digitization projects: Opportunities and risks for research libraries

Abstract

[ES] La Comisión Europea ha invertido considerablemente en el ámbito de la digitalización del patrimonio cultural financiando proyectos de investigación. Las bibliotecas universitarias y de investigación a menudo actúan como socios en estos proyectos, ya que pueden participar tanto con contenido, siendo proveedores de servicios, con sus colecciones y con personal altamente capacitado. Sin embargo, el procedimiento de aplicación en general se considera muy engorroso, lo que desmotiva a las bibliotecas a aplicar este potencial de investigación. Este documento ofrece una visión clara de las posibilidades, intereses, y también de las trampas de solicitud de fondos de la UE en el marco de las actividades de digitalización. Un breve repaso del pasado y los programas actuales de financiación pertinentes para las bibliotecas de investigación de la Comisión Europea será el punto de partida de la presentación. A partir de ahí, las oportunidades y los riesgos de participar en los proyectos de la UE se examinarán, por hacer un zoom sobre los beneficios financieros, las posibilidades de conexión en red, el tiempo de preparación y los gastos generales de administración. Se presentan también estrategias para la redacción de la propuesta (en casa o outsourcing). Por último, se presenta el procedimiento para encontrar instituciones pareja con la que hacer la solicitud.

[EN]The European Commission has been investing considerably in the area of the digitization of cultural heritage by fundin research prohects or best practice networks. Academic and research libraries often act as one of the partners in such projects, as they can participate both as content and service providers, thanks to their collections and highly trained staff. However, the application procedure in generally considered to be very cumbersome, which demotivates potential research libraries to apply. This paper gives a clear overview of the possibilities, interests, but also the pitfalls of applying for EU funding in the framework of digitizarion activities. A short overview of the past and the current funding programs relevant for research libraries of the European Commissión will be the starting point of the presentation. From there on, the opportunities and the risks of participating in EU projects will be discussed, by zooming into the financial gains, the possibilities of networking, the preparation time and the administrative overhead. After the general overview, we will present an application scenario, by running throug the different milestones of the application procedure. Different strategies for drafting the proposal (in house or outsourcing) will also be presented. Finally, the procedure for finding partner institutions with whom to apply is presented.
