Cooperativas, libertad y eficiencia

Abstract

Las cooperativas de trabajadoras son deseables porque otorgan control democrático a sus trabajadoras y pueden operar eficientemente. Para defender esta doble tesis, el artículo procede del siguiente modo. Primero, ofrece una justificación del control democrático de la empresa a partir de la filosofía política republicana. La rendición de cuentas democrática permite que las empresas se organicen internamente por medio de gerentes y directoras que tengan que atender a los intereses de las trabajadoras. Segundo, el artículo analiza la relevan-cia normativa que tiene la eficiencia.El punto central es que las empresas existen porque organizan la producción más eficientemente que una serie de intercambios entre contratistas independientes. Esto indica que las cooperativas al menos deben cumplir con este margen de eficiencia. Tercero, se argumenta que la evidencia disponible es compatible con pensar que las cooperativas son eficientes y que sus dificultades de financiación podrían mitigarse cam-biando las condiciones institucionales de trasfondo.

Workers' cooperatives are attractive because they give democratic control to their workers and can operate efficiently. This paper defends this twofold thesis as follows. First, it offers a justification for the democratic control of the firm based on republican political philosophy. Democratic accountability allows firmsto organise themselves internally through managers and directors, who have to track workers' interests. Second, the paperdiscusses the normative relevance of efficiency. The central point is that firms exist because they organise production more efficiently than a series of exchanges between independent contractors. This point suggests that cooperatives must at least meet this minimum efficiency margin. Third, it is argued that the available evidence is compatible with the idea that cooperatives are efficient. Among the main reasons for the scarcity of these firms are their financing difficulties, which could be mitigated bychanging the underlying institutional conditions.
