dc.description.abstract | In a society that does not distinguish between uniform colors or specific territorial powers, Local Police are the first Police Corps to be required by citizens when intervening in any special situation that arises in their municipalities, precisely due to , to its proximity to the citizen. In the same sense, society knows little about the Local Police and almost nothing about the people who compose them, their concerns and demands as well as their difficulties and uncertainties when they carry out their functions and fulfill the missions that society demands of them. Moreover, for many, the police in general and the local in particular, only produce indifference and / or rejection, they only expect and demand of them that, if they ever need their services, they provide them ipso facto and with the highest resolution wanted possible. And so it should be. Their salary goes and they don't even expect the slightest gesture of thanks from the citizen. If they get it, it's an added bonus. In addition, due to the fact of belonging to a so-called vocational profession, an exquisite performance is expected of them, at the same time as exemplary, at all times, even in their private life. This is the way it should be, but let's not forget that those who are part of the staff of these Police Forces do not cease to be, after all, a true reflection of the society of each moment, from which they come and to which they are owed. But, as the philosopher Plato (Socrates-The Republic) stated in his day,… Quis custodiet ipsos custodes? -Who watches over the watchman? That is why deontological code / s are needed, if possible unified, by which said Police are governed, constituting themselves as the axis of their conduct and behavior in order to fully guarantee the rights and duties of the citizens they serve and of those that must be guarantors, and cannot be otherwise in a Democratic State of Law such as ours Police deontological codes are based on their Basic Principles of Action; his particular perception of various aspects related to the exercise and development of his professional practice; the influence that police professional training has or could have on their preparation for said exercise, as well as their concern for such training and updating, which should be constant, of the knowledge on which their professional competence should be supported; as well as in the importance that the professional ethical dimension has when assuming an autonomous and integral professional commitment from the responsibility of the social function they perform. For this purpose, from the London Metropolitan Police Act of 1828, considered the first modern police code of ethics, through the Civil Guard Primer of 1845, various deontological norms, both national and international, that guide the professional practice of the Spanish Security Forces and Bodies, such as the Declaration on Police of the Parliamentary Assembly of the Council of Europe, the Code of Conduct for law enforcement officials, of the United Nations, the Principles Basic Action of the Organic Law 2/86, of Security Forces and Bodies, as well as the European Code of Ethics of the Police of the Council of Europe. | ca_CA |
