Analysis of the regional financing systems in force in Spain during the years 2002-2009 and 2010-2016

Abstract

This paper performs a cross-analysis between the last two regional financing systems existing in Spain, that correspond to the years 2002-2009 and the financing system currently in force. It develops a demographic analysis and an econometric analysis looking for results to help us determine the existing relationships between the population structures and the main expenditure items, with the financial resources received by the different Autonomous Communities in each of the financing systems described above. We start from the hypothesis that most of the resources received by the Autonomous Communities are intended for health, education and social services expenses, and that the population under 30 years old and the population greater than or equal to 65 years generate higher costs to the public coffers. The results obtained indicate differences in the relationship that the variables quoted with the financial resources received have.
