Las fronteras de Europa: reflexiones en busca de una areté política

Abstract

Es Europa continente de muchas cosas, y, de modo principal, de sí misma, pues de sí misma ha brotado, forzada por la tragedia histórica de su práctica y casi total aniquilación hace seis décadas, en 1945. Para nacer como realidad política, Europa ha debido esforzarse en lograr su engendramiento, su gestación y parto dificilísimos, su advenimiento a la luz de un presente, primero, de un futuro, después4 , siempre bajo sospecha de afán de hegemonía, compulsión destructiva, decrepitud ingénita, por parte de los que la veían y aún miran con desprecio, codicia y conmiseración. ¿Acaso se trataba de un animal de esos que en su propia naturaleza llevan inscrita su autodestrucción? Como si bajo la égida de Atenea Parthénos se desenvolviera su proceloso trabajo de crisálida, la génesis europea ha sido partenogenética, es decir, con el solo concurso de sí misma5 , laborando por abrirse paso frente a sus propios hijos —nacidos antes que ella misma—, que la miraban atónitos y escépticos, y frente al resto del mundo, asombrado y reticente ante su inminente eclosión. Todo esto sucede desde 1950, por atenerse a hitos institucionales de corte funcional como la propuesta de creación de la CECA por Robert Schuman, o también desde 1948, si uno prefiere considerar hechos de envergadura ideológica más patente como el «Congreso de Europa» de La Haya6 . Desde entonces han pasado años y cosas.
