Los Cosidos Sociales de Europa: Innovación y Futuros.

Abstract

Más allá de los retos que plantean la integración monetaria y fiscal o las dificultades para una mayor articulación socio-política entre los diferentes Estados miembro, la Unión Europea se encuentra ante la encrucijada de tener que construir un modelo de futuro capaz de dar respuesta a los dilemas y los retos planteados por el nuevo tiempo histórico. Para resolver este proceso no basta con implantar nuevas recetas económicas o invocar al desarrollo tecnológico con la esperanza de que se encuentren formas de rebajar la presión política y social, sino que resulta imprescindible reforzar los cosidos sociales que articulan los diferentes intereses y objetivos existentes en el territorio a través de la innovación en los modelos institucionales, tanto económicos como políticos. En la actualidad, Europa se enfrenta a las consecuencias y los resultados del encadenamiento de dos grandes crisis que han tenido una enorme repercusión en el mapa político y social europeo. La primera crisis es la provocada por el tránsito de una sociedad industrial a una sociedad del conocimiento, desplegada de forma parcial y desigual, que comienza en la década de 1980 y que tiene como resultado de que sin cohesión social y sin un grado suficiente de bienestar Europa es más débil y, por tanto, más difícil le resulta plasmar los sueños, la estructura de plausibilidad y la idea fuerte de futuro. la creación de una nueva estructura social con dificultades para mantener la cohesión social y el grado de bienestar alcanzado en décadas anteriores. La segunda crisis, que estalla en el 2007 provocada por la financiarización de la economía y la sociedad, contiene una enorme fuerza expansiva y redibuja los términos del contrato social que permitía a los europeos unir expectativas de vida con oportunidades reales para su materialización. Europa administra y gestiona la segunda crisis sin reponerse de la primera y, sobre todo, se muestra incapaz de ofrecer un referente para el futuro que asegure el relevo generacional, al encontrarse maniatada por la excesiva burocratización y atravesada por una creciente deslegitimación. En esta coyuntura, las preguntas que guían nuestro análisis y sobre las que centraremos nuestra discusión son principalmente dos: ¿cómo son/deben ser los entornos innovadores capaces de encontrar respuestas a los dilemas socio-económicos y políticos que les plantea el presente y el futuro? ¿Cuáles son los sistemas institucionales y creativos que nos permiten repensar Europa? Beyond the challenges of monetary and fiscal integration or the difficulties for a greater socio-political articulation between the Member States, the European Union is at the crossroads of having to build a future model capable of responding to the dilemmas and challenges posed by the new historical time. In order to resolve this process, it is not enough to implement new economic prescriptions or invoke technological development with the hope that ways to reduce the political and social pressure might be found — it is essential to strengthen the social seams articulating the different existing interests and objectives in the territory through the innovation of both economic and political institutional models.Nowadays, Europe faces the consequences and results of chaining two major crises that havehad a huge impact on the European political and social map. The first crisis is caused by the transition from an industrial society to a knowledge society, deployed partially and unevenly, which began in the 1980s and has resulted in the creation of a new social structure that hardly maintains the social cohesion and comfort level achieved in previous decades. The second crisis broke in 2007, and was caused by the financialization of economy and society. It exerts an enormous expansive force, and redraws the terms of the social contract that allowed Europeans unite life expectations with real opportunities for realizing those expectations. Europe is administering and managing the second crisis without having recovered from the first one — and, above all, Europe is unable to provide a reference for the future to ensure generational change, because it is hamstrung by excessive bureaucracy and crossed by a growing delegitimization. Faced with this situation, the questions guiding our analysis and focusing our discussion are mainly two: How are / should be the innovative environments that must find answers to the socio-economic and political dilemmas set out by the present and the future? Which are the institutional and creative systems that allow us to rethink Europe? We defend the hypothesis that, without social cohesion and without a sufficient level of welfare, Europe is weaker, and therefore it finds more difficult to realize the dreams, the plausibility structure, and the strong idea of future.
