dc.description.abstract | El tema objeto de este curso es especialmente complejo ya que -junto a su contenido humanitario- tiene claras implicaciones políticas, ideológicas y jurídicas tanto a nivel internacional como en el ámbito interno de los Estados. Y ello es así porque bajo el título «Los derechos humanos en la Conferencia de seguridad y cooperación en Europa» se debaten a un tiempo y de forma interdependiente cuestiones tan controvertidas como: las relaciones Este-Oeste y, en consecuencia las relaciones URSS-EEUU en tanto que potencias hegemónicas de cada uno de ambos bloques; la división política e ideológica de Europa, como consecuencia entre otros factores de la segunda guerra mundial; las distintas concepciones y contenido de la noción de derechos humanos en función de la posición que se atribuya al individuo respecto de la comunidad; y ia peculiaridad de las garantías de los derechos humanos, para cuyo ejercicio efectivo se requieren medidas tanto estatales como internacionales, y no sólo jurídicas sino también políticas, económicas y sociales. | ca_CA |
dc.description.abstract | The subject matter of this course is especially complex since -together with its humanitarian content - has clear political, ideological and legal entities both at the international level and in the internal sphere of the States. And this is so because under the title "Human rights in the Conference of security and cooperation in Europe »are debated at the same time and in interdependent issues as controversial as: East-West relations and, consequently USSR-US relations as hegemonic powers of each of both blocks; the political and ideological division of Europe, as a consequence among other factors of the Second World War; different conceptions and content of the notion of human rights in function of the position attributed to the individual with respect to the community; and the peculiarity of the guarantees of human rights, for whose effective exercise both state and international measures are required, and not only legal but also political, economic and social. | ca_CA |
