Competencias de las entidades locales en materia de seguridad

Abstract

El presente trabajo trata sobre la realización de una investigación sobre las competencias que han sido otorgadas a las Entidades Locales en materia de seguridad. Para ello se ha partido de un primer bloque dedicado al análisis del concepto de Municipio aportando una visión histórica de este y definiendo sus características fundamentales, así como los principios generales que rigen el régimen local los cuales constituyen los pilares de las Entidades Locales. Por otra parte se ha realizado una exhausta investigación sobre toda la normativa que afecta a las corporaciones locales analizándola tanto a nivel estatal como autonómico donde posteriormente se han destacado todos aquellos artículos y aspectos que guardan relación directa con la seguridad. En un tercer bloque se han desarrollado todas las materias en las cuales son las Entidades Locales las competentes pare desarrollar las diferentes funciones dentro del ámbito de la seguridad. La hipótesis que se intenta demostrar en este trabajo es si las Entidades Locales deberían gozar de un mayor margen competencial en materia de seguridad dentro del ordenamiento jurídico español la cual será aceptada o rechazada en las conclusiones que se mostraran en la finalización del presente trabajo.

The present work treats on the achievement of an investigation on the competences that they have been granted to the Local Entities on the subject of safety. For it it has broken of the first block dedicated to the analysis of the concept of Municipality contributing a historical vision of this one and defining his fundamental characteristics, as well as the general beginning that govern the local diet which constitute the props of the Local Entities. On the other hand it has realized an exhausted investigation on the whole regulation that fond of the local corporations analyzing it both at state and autonomic level where later there have stood out all those articles and aspects that keep direct relation with the safety. In a third block there have developed all the matters in which the Local Entities are the competent ones he gives birth to develop the different functions inside the ambience of the safety. The hypothesis that tries to be demonstrated in this work is if the Local Entities should enjoy a major margin competencial on the subject of safety inside the juridical Spanish arranging which it will be accepted or pushed back in the conclusions that were appearing in the end of the present work.
