Crítica social y legislación rural. La evolución de la normativa sobre el arrendamiento agrario en la pampa argentina, 1930-1980

Abstract

A lo largo del siglo, se sucedió una profusa serie de leyes, tendentes a regular el funcionamiento del sistema de arrendamiento agrario en Argentina. Ese sistema constituyó la via de acceso a la tierra para numerosos inmigrantes europeos, pero también para sus descendientes. Dadas las dificultades para armonizar los intereses de los arrendatarios y de los propietarios, el aparato estatal intervino en esas relaciones, regulando y, hacia los años 60, impulsando la disolución del sistema tradicional de arriendo, acorde a los movimientos socioproductivos que vivía el sector. Este articulo trata de reseñar y explicar cómo ocurrió esa evolución legal, y cómo fue acompañada por las opiniones de políticos e intelectuales conectados con dicha problemática.

Along this century, profuse series of laws tending to regulate the operation of the agrarian lease system in Argentina have appeared. That system not only constituted the access route to the land for numerous European inmigrants, but also for their descendants. Given the difficulties to harmonize the interest of the tenants and that of the owners, the state mediated in those relationships and toward the 1960s impelled the dissolution of the traditional rental system in agreement with the socio­productive movements. This article outline and explain how that legal evolution occurred, and how it was accompanied by the opinions of politicians and intellectuals connected with such idea.
