Régimen y organización de la seguridad en España: la Policía Nacional, una visión teórico-operativa de la Policía Judicial

Abstract

El presente proyecto intenta abarcar desde su introducción la especial organización policial de nuestro país. Desglosándose en cuatro puntos importantes, iniciándose con una introducción, donde para mejor entendimiento de la estructura operativa del proyecto presento mis credenciales profesionales al objeto de reflejar y dar un sentido más operativo a la parte final del mismo. En el punto 2 realizamos una breve pero detallada descripción de las diferentes organizaciones policiales que conviven dentro de nuestro Estado. Haciendo un inciso en forma de pie de página con otros cuerpos policiales, que si bien no están dentro de la Ley 2/86 de 13 de marzo de Fuerzas y Cuerpos de Seguridad de forma explícita, si que realizan tareas y funciones enmarcadas en dicha ley, no solo de policía administrativa sino preventiva, siendo estos organismos: la Policía Portuaria, Servicio de Vigilancia Aduanera y Agentes Forestales, con sus virtudes y con los defectos organizativos propios. En el tercer punto tratamos de lleno al cuerpo policial de la Policía Nacional, procediendo a estructurar cronológicamente su historia, su inicio más antiguo con la Real Cedula de 1824, sus numerosas adaptaciones y cambios de denominación y su estructura, para llegar a la actual Policía Nacional, cuerpo enmarcado junto con el resto de Fuerzas y Cuerpos de Seguridad en el modelo de Servicio Público. En la Cuarta parte o punto, siendo este el más extenso, se realiza una descripción de las tareas cotidianas dentro de un grupo de policía judicial, tomando como base la estructura de una Comisaría de Distrito en una ciudad como Valencia. En esta parte exponemos la estructura y funciones de los funcionarios destinados en un grupo de investigación, la distribución de funciones y las diferentes tipologías delictivas y su investigación, todo ello desde la visión del Subinspector, como supervisor de las tareas de un Grupo de Investigación. Además en este cuarto punto del proyecto, no solo exponemos las diferentes gestiones de investigación sino que las aplicamos a casos reales las diferentes situaciones que se nos presentan día a día. El modelo que describimos de un Grupo de Policía Judicial no tiene que darse en todas las Comisarías, muchas veces la realidad delincuencial va a marcar la distribución de tareas y la especialización en una o en otras tipologías delictivas. En una ciudad turística y costera como Valencia requiere de una especialización más profunda en hurtos al descuido que en una ciudad con menos afluencia turística. Para finalizar el Trabajo de Fin de Grado vamos a reflejar las conclusiones de los diferentes puntos del mismo, siendo los más objetivos posibles y no solos aportar nuestra opinión sino aportar alternativas a las deficiencias en nuestro sistema de seguridad, que las hay pero también es un buen sistema. Gozamos de una organización policial con un modelo de servicio público que funciona notablemente.

The present project aims to cover since its introduction the Special Police Organization in our country, broken down into four major points, beginning with an introduction, where for better understanding of the operational structure of the project I present my professional credentials in order to reflect and give a more operational meaning to the final part of the project. In the point 2 conducted a brief but detailed description of the different police organizations that coexist within our State, making a subsection in the form of footnotes with other police forces, that if well are not within the law 2/86 of 13 March forces and security corps explicitly, if performing tasks and functions within the law not only of administrative police if no preventive, being these organisms the port police, service monitoring customs and forest officials, with its virtues and organisational defects of existence of several autonomous police forces, giving a personal vision in the first conclusion, at the end of the present. The third point we proceed to immerse us in the police force of the national police, proceeding to chronologically structured his history, his old home with the Royal Cedula of 1824, its numerous adaptations and changes in name and structure, to reach the current national police, body framed along with the rest of security forces on the model of public service. Quarter or point, and this is the most extensive, is a description of everyday tasks within a group of judicial police, on the basis of the structure of a district police station in a city like Valencia. In this part we expose the structure and functions of officials in a group of research, your partition functions and different crime types and their research, from the perspective of the sub-inspector, as supervisor of the tasks of a research group. Also in this fourth point of the project, not only expose various research efforts if not apply them to real cases and different situations presented to us every day. The model that we describe a group of Judicial Police does not have to occur in all police stations, often criminal reality will mark the distribution of tasks and specializing in one or other criminal types. In a coastal and tourist city like valencia needed a deeper specialization in thefts that carelessly in a city with less tourist influx. To end the present we will reflect the conclusions of the different points of the work, being the most objective possible, not only to give our opinion if not to provide alternatives to the deficiencies in our security system, which also is a good system but there, we enjoyed a police organization with a model of public service that works remarkably.
