Colonización interior y democracia: la reforma agraria italiana de 1950.

Abstract

¿Cuál ha sido el papel de la reforma agraria italiana en el siglo XX? ¿La reforma agraria fue políticamente democrática y anticomunista o, por el contrario, el primer paso hacia una revolución social anticapitalista? Ninguna de las dos hipótesis resulta realmente convincente. En este artículo se analiza el pensamiento de Manlio Rossi-Doria, reformador e intelectual «meridionalista», y la evolución de la política de colonización interior y de la planificación rural integral en el Sur de Italia. El estudio arranca después de la Gran Guerra, durante el Ventenio fascista, y acaba en la segunda posguerra, en una época de democracia. La reforma agraria fue el primer acto de la política de cohesión regional europea y también la continuación del programa del Risorgimento, cuyo objetivo era la fundación la Italia contemporánea. La reforma agraria no sólo condujo a la redistribución del latifundio extensivo, sino también a la concentración de los predios rústicos fragmentados. En general, la política «meridionalista» estuvo orientada en varias direcciones: la modernización agronómica, la revalorización hidráulica e inmobiliaria, la transformación del trabajo humano, la sostenibilidad ambiental y el fomento del espíritu cívico y de un sentido de moralidad pública. El artículo trata también de la relación entre «civilización » y democratización. El objetivo es el de destacar qué papel puede desempeñar el binomio colonización interior-reforma agraria en el área del Mediterráneo.

Which was the role of the Italian land reform in the 20th century? Did the land reform carryout a democratic and anti‐communist policy or was it an important step toward an anti‐capitalist social revolution? None of those hypotheses are very convincing. This paper debates the thinking of the reformer and «meridionalist» intellectual Manlio Rossi‐Doria, and the political evolution of the interior colonization policy and the «integral land reclamation» in Southern Italy. The study starts off in the fascist «ventenio» and finishes after the 2WW, in a time of democracy. Land reform was the first step of the European regional policy of cohesion as well as the continuation of the Risorgimento programme, aiming at the construction of contemporary Italy. The agrarian reform did not only force the redistribution of the extensive «latifondo» (large estate), but also the concentration of land plots. Generally speaking the «meridionalist» policy had diverse objectives: agronomic modernization, hydraulic and real estate appreciation, the transformation of human labour, environmental sustainability and the fostering of civic spirit and public morality. This paper deals too with the relationship between civilization and democratization. The aim is to shed some light on the role that interior colonization‐land reform policy might have plaid in the Mediterranean area.
