A partir de una investigación sobre la actuación de los burócratas y los políticos relacionados con la agricultura en la provincia de Cuenca durante el primer tranquisrno, el autor expone la variedad de Intereses ideológicos y económicos dentro del sistema político-administrativo franquista Queda demostrado que cuando los intereses económicos locales no coincidieron con la política económica del régimen aparecieron críticas dentro de este sistema, tanto contra hechos concretos como contra la dirección general de la política económica. El autor usa estos resultados para cuestionar la interpretación del sistema político-administrativo franquista basada en el concepto de "clases de servicio", y aboga por la necesidad de incluir diferencias regionales en estos análisis. The author uses the research into the work of the bureaucrats and politicians in charge of the agrarian sector in Cuenca during the early part of Franco’s regime to show the diversity of ideological and economic interests within Franco’s political and bureaucratic system. When local economic interests did not coincide with the global politics of the regime, critics could be seen to emerge within this system against both the general line of the economic policy and its different aspects. The author uses his findings to question the interpretation of the Franco’s bureaucratic and political system based on the concept of "The Service Class" and argues for the need to include regional differences in the analysis.
