Las competencias en materia de seguridad de las entidades locales

Abstract

El siguiente trabajo trata sobre la investigación sobre las competencias en materia de seguridad que se le otorgan a las Entidades Locales. Para ello se ha dicha investiga-ción el tres bloques. El primero se centra en las composiciones de estas corporacio-nes, analizando el Municipio y destacando sus características fundamentales, así co-mo los principios generales señalados en la Constitución. En el segundo bloque se ha realizado una profunda investigación sobre la legislación que recae en las corporacio-nes locales tanto a nivel estatal como autonómico. Destacando todo aquello con rela-ción directa con los municipios y la seguridad. Por último, en el tercer bloque se anali-za todos los cuerpos que ejercen las diferentes funciones de la materia de seguridad. Se intenta plasmar en esta investigación la falta real de competencias en materia de seguridad de la que gozan las entidades locales dentro del ordenamiento jurídico.

The following work deals with the investigation on the security competences that are granted to Local Entities. To this end, the three blocks have been investigated. The first focuses on the compositions of these corporations, analyzing the Municipality and high-lighting its important characteristics, as well as the general principles outlined in the Constitution. In the second block, an in-depth investigation has been carried out on the legislation that falls to the local corporations at the state and autonomous levels. High-lighting all that with direct relation with the municipalities and security. Finally, in the third block all the bodies that exercise the different functions of the safety matter are analyzed. The intention is to capture in this investigation the real lack of security com-petencies enjoyed by local entities within the legal system.
