La cooperación política europea: evolución y perspectivas

Abstract

La CPE ha sido objeto de una importante evolución en cualquiera de los tres elementos objeto de atención en este estudio: la estructura, la función y la relación con la actividad comunitaria. En el primero, la consolidación de la Presidencia como eje en la CPE y la institucionalización de la Secretaría constituyen los dos avances más notables. El incremento de actividad en la CPE y los innegables resultados obtenidos tanto en la participación en conferencias y organizaciones internacionales como en la presencia de los Doce en las más importantes crisis internacionales han reforzado una suerte de «acquis» en la CPE de indiscutible solidez. Algunos de los acontecimientos señalados, por último, han puesto de manifiesto la importancia y el interés de consolidar la vinculación de la actividad comunitaria y la CPE, como el caso de la CSCE, como garantía de una correspondencia entre el significado interno y exterior de una construcción unitaria sin cuyo concurso será dificil entender la idea de una Unión Europea.

The CPE has been the subject of an important evolution in any of the three elements attention in this study: the structure, function and relationship with community activity. In the first, the consolidation of the Presidency as axis in the CPE and the institutionalization of the Secretariat they constitute the two most notable advances. The increase in activity in the CPE and the undeniable results obtained both in the participation in conferences and international organizations as in the presence of the Twelve in the most important international crises have reinforced a sort of "acquis" in the CPE of indisputable solidity. Some of the events indicated, finally, have revealed the importance and interest of consolidating the linkage of the activity Community and the CPE, as in the case of the CSCE, as a guarantee of a correspondence between the internal and external meaning of a construction unitary without whose contest it will be difficult to understand the idea of ​​a European Union.
