dc.description.abstractEn 2005, las Cortes Generales españolas aprobaron la Ley 29/2005 de Publicidad y Comunicación Institucional. Con este nuevo marco legal, el Gobierno que presidía el entonces presidente Zapatero pretendía regular, tras mucho tiempo que esta materia había permanecido en un contexto de vacío legal, los mensajes y campañas institucionales que recibían los ciudadanos, bajo los principios de garantizar la utilidad pública, la profesionalización, la transparencia y la lealtad institucional en el desarrollo de las mismas. Esta investigación pretende ofrecer un fiel retrato de lo que ha sido la primera década tras la entrada en vigor de la Ley 29/2005 y cómo se ha visto afectada la publicidad y comunicación institucional de la Administración General del Estado por la fuerte crisis económica que sacudió las economías del planeta a partir del año 2007. La inversión en campañas institucionales no solo se frenó, sino que -como se verá en los resultados de este trabajo- sufrió un fuerte recorte que la ha convertido en una partida presupuestaria dotada de apenas fondos públicos. Este 'tijeretazo' a la publicidad y comunicación institucional no solo tuvo y tiene consecuencias sobre los ciudadanos, sino que afecta también al sector de la publicidad, a la inversión en medios de comunicación y también en agencias y consultoras de comunicación, para quienes esta materia supone un activo importante para su propia supervivencia. Por otra parte, este trabajo cobra especial importancia por las escasas fuentes documentales que han tratado este tema hasta la fecha, y también por la importancia que ha ganado la comunicación institucional para los futuros comunicadores, que ven en este campo comunicativo una interesante salida para su futuro profesional ante la decadencia de los medios de comunicación tradicionales que han transformado el panorama de la publicidad institucional en particular y de la comunicación en general.ca_CA
dc.description.abstractIn 2005, the Spanish Parliament approved the Law 29/2005 on . With that new legal framework, President Zapatero's Administration tried to regulate, after long time this matter remaining in a context of legal vacuum, the messages and institutional campaigns that the citizens received, under the principles of guaranteeing public utility, professionalism, transparency and institutional loyalty in their development. This research aims to offer a faithful picture of the first decade after the entry into force of Law 29/2005 and how the General State Administration advertising and institutional communication have been affected by the strong economic crisis that shook the economies of the planet from the year 2007 Investment in institutional campaigns was not only stopped, but they suffered a sharp cut turning them into a budget item with hardly any public funds, as will be seen in the results of this work. This strong snip to advertising and institutional communication not only had and still has consequences on citizens, but it also affects the advertising sector, investment in media as well as communication and consulting agencies, for whom this matter represents a significant asset for their own survival. Besides all above, this work has special significance due to the scarce documentary sources that have dealt with this subject to date, and also because of the importance that institutional communication has gained for future communicators, who see this communication field as an excellent opportunity for their professional future when looking at the decline of traditional media that have transformed the panorama of institutional advertising in particular and of communication in general.ca_CA
