dc.description.abstractLa Comisión Europea es percibida con frecuencia como el poder ejecutivo de la Unión Europea, pero sus funciones y tareas no alcanzan a configurar este poder. Este documento de trabajo analiza su evolución hasta la actual Europa de 27 Estados miembros, en la que la reforma de la Comisión Europea debería ser una prioridad. Esta reforma podría ir en cualquiera de estas tres direcciones, cada una con consecuencias jurídicas y políticas muy d istintas para el conjunto de la integración eur opea: la evolución de la Comisió n hasta convertirse en un gobierno europeo, responsable ante el Parlamento Europeo, la subordinación progresiva de al Comisión al sistema del Consejo de Ministros, para acabar s iendo un órgano auxiliar o el desarrollo de la Comisión como un conjunto de agencias y organismos independientes, a partir de su elevada capacidad técnica.ca_CA
dc.description.abstractThe European Commission is often perceived as the executive power of the European Union, and yet i ts functions and powers do not correspond to this description. This paper analyzes its political evolution up until today’s European Union of 27 Member states, in which the reform of the Commission should become a priority. This future reform could go in one of these three directions, each of them with different legal and political consequences: the evolution of the Commission towards a European government, that is elected and controlled by the European Parliament, the subordination to the Council system, until it becomes an ancillary body or the transformation of the Commission into a set of specialized and independent agencies and regulatory bodies, thanks to its advanced technical expertise.ca_CA
