Organización y funcionamiento de las fuerzas y cuerpos de seguridad en España : “La Policía Local como Policía Comunitaria”

Abstract

El presente trabajo aborda la organización y funcionamiento de las Fuerzas y Cuerpos de Seguridad en España, desde los Cuerpos Estatales como son el Cuerpo Nacional de Policía y la Guardia Civil, pasando por las Policías Autonómicas de aquellas Comunidades que han optado por su creación, como es el caso de Cataluña, País Vasco, Navarra y Canarias, así como del resto de Autonomías que han preferido elegir la opción de tener Policías Adscritas al Cuerpo Nacional de Policía, sin olvidarnos de las Policías Locales. Explicando su historia, definiéndolas en su parte más esencial, enumerando sus funciones, describiendo los mecanismos de coordinación y cooperación existentes. Se proponen cambios y mejoras para una Policía más eficiente y eficaz que esté preparada y acorde a la realidad social existente hoy en día. Se realiza un estudio y análisis del significado de “Seguridad Pública”, para finalmente, centrarnos en el Cuerpo de Policía Local, Cuerpo Policial más cercano a la ciudadanía, una Policía de Proximidad. Profundizamos en el mismo y proponemos cambios en dichas organizaciones. Hablamos de la Policía Comunitaria y su aplicación mediante proyectos de “Buenas Prácticas”. En concreto explicamos el Proyecto existente en la Policía Local de Vila-real (Castellón), que fue seleccionado en el Concurso de Buenas Prácticas de DUBAI 2012, organizado por la Organización de las Naciones Unidas (ONU), obteniendo la calificación de "GOOD", y por tanto, pasando a formar parte directamente del "Best Practices Database" del citado organismo internacional.

The present work approaches the organization and functioning of the Security Forces in Spain, from the State Corps such as the National Police and Civil Guard, through the regional police forces of those communities that have chosen their creation, as the case of Catalonia, the Basque Country, Navarra and Canarias and the rest of Autonomy have preferred to choose the option of having the Affiliated Police National Police, not to mention the local police. Changes and improvements for more efficient and effective Police is prepared and according to the existing social reality today proposed. A study and analysis of the significance of “Public Safety“ to finally focus on the Local Police, closer to citizenship. Delve into it and propose changes in these organizations. We talk about community policing and its implementation through projects "Best Practices”. Specifically explain the existing project in the local police in Vila -real (Castellón), who was selected in the Best Practices Contest DUBAI 2012, organized by the United Nations (UN) to obtain the rating of "GOOD" and therefore, passing directly part of “Best Practices Database" of that international organization.
