Royal Decree 374/2001 on the protection of workers' health and safety against
the risks arising from chemical agents while working sets out the guidelines to
be followed in order to assess exposure to the chemicals that it has not been
possible to eliminate in the workplace.
In virtue of the provisions set out in point 5 of article 3 of the above-mentioned
royal decree, “the assessment of risks derived from exposure to a hazardous
chemical agent by inhalation shall include measurement of the concentrations
of the agent in the air, in the worker’s breathing zone and their comparison
with the threshold limit value (TLV)”. This allows the existing level of risk to be
established.
In the same point, it is also stated that “measurements shall not, however,
be necessary when the employer provides clear evidence obtained by other
means of evaluation that an appropriate level of prevention and protection of
workers against chemical agents has been achieved”. This is the starting point
for the development of simplified chemical risk assessment methodologies or
qualitative assessment methodologies.
In this article the aims is to compare the results of the assessment of
exposure to organic vapours in the furniture industry. These findings were
obtained by conventional means involving the measurement of environmental
concentrations and by applying a simplified chemical risk assessment
methodology.
The findings from the assessment process, obtained by applying the INRS
method, show a reasonable level of agreement with those obtained using the
traditional assessment procedure. The use of simplified methods does not
replace quantitative risk assessment.El Real Decreto 374/2001 sobre la protección de la salud y
seguridad de los trabajadores contra los riesgos relacionados con agentes
químicos durante el trabajo, marca las pautas a seguir para realizar la
evaluación de la exposición a los agentes químicos que no hayan podido ser
eliminados de los puestos de trabajo.
En virtud de lo indicado en el punto 5 del artículo 3 del citado real decreto, “la
evaluación de riesgos derivados de la exposición por inhalación a un agente
químico peligroso deberá incluir la medición de las concentraciones del agente
en el aire, en la zona de respiración del trabajador y su comparación con el
valor límite ambiental (VLA)”. De este modo se puede establecer el nivel de
riesgo existente.
En el mismo punto, también se indica que, “las mediciones no serán, sin
embargo, necesarias, cuando el empresario demuestre claramente por otros
medios de evaluación que se ha logrado una adecuada prevención y protección
de los trabajadores frente a los
agentes químicos”. Este es el punto de partida del desarrollo de las
metodologías simplificadas de evaluación del riesgo químico, o metodologías
cualitativas de evaluación.
En el presente artículo se pretende establecer una comparativa de resultados
de evaluación de exposición a vapores orgánicos en la industria del mueble,
obtenidos por el procedimiento de actuación convencional por medición de
concentraciones ambientales, y los obtenidos por aplicación de metodología
simplificada de evaluación del riesgo químico.
Los resultados del proceso de evaluación, obtenidos por aplicación del método
del INRS, reflejan una razonable concordancia con los obtenidos por el
procedimiento de evaluación tradicional. El uso de métodos simplificados no
sustituye la evaluación cuantitativa de los riesgos.
