Por tanto es inexcusable en el Estudio de Impacto Ambiental considerar estos factores ambientalesEnvironmental policies must be guided by the principle of prevention and EIS should include the obligation to adopt all and any measures that prevent impact on the environment. In any case, impact should be kept to a minimum and this must be reflected by the need to identify and set the limits of work areas, excavations and the size of conduits, as well as delimiting the spaces in which maintenance work is to be carried out with the risk of discharge of oily materials. When discharge or impact cannot be avoided, it will be necessary to ensure adequate management of the impact that has been generated, which will mean applying corrective or compensatory measures. The first environmental factors that must be takin into account are protected habitats and vegetation, perhaps due to the dimension of the target facilities, which if left uncorrected may lead to an important impact on the location. Secondly, noises and smells are classified in the EIS according to their importance, both of them being impacts that will affect human beings above all. It is therefore essential that these environmental factors be taken into account in the Environmental Impact Study
