La Ley Orgánica 2/2006, de 3 de mayo, de Educación (LOE), establece en su artículo 46
que la definición del contenido de las enseñanzas artísticas superiores, así como su
evaluación, se harán en el contexto de la ordenación de la educación superior española
en el marco europeo. De este modo, el Real Decreto 631/2010, de 14 de mayo, regula
el contenido básico de las enseñanzas artísticas superiores de Música, señalando en su
artículo 2.2 que las Administraciones educativas favorecerán la autonomía pedagógica,
de organización y de gestión de los Conservatorios Superiores, a fin de garantizar
el cumplimiento de sus funciones como centros educativos del Espacio Europeo de
Educación Superior (EEES).
Por su parte, el Consejo Superior de Enseñanzas Artísticas (CSEA) emitiría en 2011 el
«Informe anual sobre el estado y situación de las Enseñanzas Artísticas», en el que se
destacaron los problemas de organización y funcionamiento de los centros docentes
superiores de este tipo de enseñanzas. Asimismo, se destacó la necesidad de dotar
a dichas instituciones tanto de una nueva regulación como de un plan estratégico –
inexistente a día de hoy– con el que conseguir el pleno desarrollo del Espacio Europeo
de Educación Superior.
En razón de lo expuesto, el presente trabajo planteará una planificación estratégica
aplicable a los Conservatorios Superiores de Música, que permitan mejorar la prestación
del servicio de educación artística superior en el contexto europeo. Emplearemos
para ello el Cuadro de Mando Integral como herramienta que aborda la mayoría de las
perspectivas desde las que se puede enfocar la cuestión a tratar.
The 2006 Organic Law of Education (LOE), establishes in its article 46 that the content definition
of the higher artistic education, as well as its evaluation, will be made in the context
of the European framework. In this way, 631/2010 Royal Decree regulates the basic content
of the higher artistic education of Music, indicating in its article 2.2 that the Educational
Administrations will favor the pedagogical, organizational and management autonomy
of the Higher Conservatories of Music, in order to guarantee the fulfillment of their functions
as educational centres of the European Higher Education Area (EHEA).
On the other hand, the High Council for Artistic Education (CSEA) emitted in 2011 the “Annual
report on the state and situation of Artistic Education”, in which they emphasized the
organization problems and operation of these higher educational centres. Likewise, the
need to provide these institutions with both a new regulation and a strategic plan –nonexistent
to date– with which to achieve the full development of the European Higher Education
Area was highlighted.
In view of the above, the present article will propose a strategic planning applicable to
Higher Conservatories of Music, which will allow improving the provision of higher artistic
education service in the European context. We will use the Balanced Scorecard as a tool
that addresses most of the perspectives in relation to the issue.
